Position Summary
Join the Clean Energy team at **MEMBERS ONLY**SIGN UP NOW***. (WRA) as an Attorney or Senior Attorney. In this role, you will represent WRA in state-level administrative proceedings and litigation, working closely with a senior team member for guidance. As an Attorney, you will manage a docket of regulatory litigation primarily before state electric utility regulatory agencies. As a Senior Attorney, you will independently manage a docket of complex regulatory litigation in multiple states. Both positions will identify opportunities to advance WRA's policy goals and execute actions to achieve those outcomes.

Location
This position may work remotely in one of the states where WRA's Clean Energy Program is active or in one of our six offices. WRA has offices in Boulder and Denver, CO; Carson City, NV; Phoenix, AZ; Salt Lake City, UT; and Santa Fe, NM.
Working Environment and Physical Requirements
This position requires prolonged periods of sitting at a desk and working on a computer. Some travel is required for meetings, conferences, and other work-related events within the relevant state and region. Reasonable accommodations may be made for individuals with disabilities.
Salary and Benefits
The salary range for this position is $90,950-$115,000 annually, depending on relevant experience. WRA offers a comprehensive benefits package, including a 401(k)-retirement plan with up to 5% matching, health, dental, vision, and life & disability insurance with 100% of premiums paid by WRA. Employees also receive 17 days of paid vacation leave, 12 paid sick days, one paid volunteer day, 12 paid holidays, and additional paid time off for Winter Break between Christmas and New Year's Day. After five years, employees are eligible for up to 12 weeks of paid sabbatical leave. This position is full-time exempt.
Responsibilities
Legal Advocacy
- Represent WRA in state and regional utility regulatory and planning proceedings, courts, and legislative bodies.
- Provide counsel and strategic advice on state and federal energy regulation, climate policy, and administrative law.
- Prepare legal documents and arguments for regulatory proceedings, with guidance from a senior team member.
- Negotiate and draft settlement agreements.
- Research and identify opportunities to advance WRA's conservation policy goals.
- Work closely with technical program staff as expert witnesses.
- Collaborate with stakeholders to promote clean energy policies.
Relationship Building and Outreach
- Build relationships with representatives of regulated utilities, regulators, consumer advocates, and other stakeholders.
- Engage in coalitions to achieve results.
Internal Coordination/Other
- Assist with grant proposals and reports.
- Coordinate with other WRA policy teams.
- Collaborate with WRA's policy, government affairs, and communications staff to develop outreach strategies and messaging.
Qualifications and Competencies
Attorney:
- Juris Doctor degree from an ABA-accredited law school and licensed to practice law in the relevant state.
- Minimum 2 years of relevant experience.
- Ability to manage a deadline-driven docket of regulatory litigation.
- Understanding of environmental, energy, or administrative law.
- Ability to develop and maintain relationships and work collaboratively.
- Strong oral and written communication skills.
- Commitment to diversity, equity, and inclusion.
Senior Attorney:
- Juris Doctor degree from an ABA-accredited law school and licensed to practice law in Colorado, New Mexico, Utah, Nevada, Arizona, or Nevada.
- Minimum 6 years of relevant litigation experience.
- Ability to work independently and manage a deadline-driven docket.
- Extensive background in environmental, energy, or administrative law.
- Ability to develop and maintain relationships and work collaboratively.
- Superior analytical skills.
- Exceptional oral and written communication skills.
- Commitment to diversity, equity, and inclusion.
- At least two of the following additional qualifications: experience as a litigator in state public utility regulatory proceedings, expertise in air quality law, regional or national electric markets, or climate policy, and existing relationships with key energy stakeholders or policymakers in the Interior West.
