Job Title: Supervisory Attorney-Adviser (Admiralty)
Job Responsibilities:
The Supervisory Attorney-Adviser (Admiralty) serves as the Deputy Director of the Global Maritime Operational Threat Response (MOTR) Coordination Center within the Office of Judge Advocate General, Office of Maritime and International Law at the . Coast Guard's Headquarters. The primary responsibilities include:
- Supervising watch standers and providing technical subject matter expertise to a team of at least seven attorneys in remote locations.
- Coordinating with the Director of Global Maritime Operational Threat Response (MOTR) and reporting on the status of MOTR Plan implementation, including training status and availability of MOTR facilitators.
- Training and qualifying MOTR facilitators assigned to the Global MOTR Coordination Center or embedded in lead and supporting MOTR agencies.
- Implementing a comprehensive data gathering and analysis process to capture after-action reports for MOTR activities and cases.
- Facilitating and promoting interagency information sharing, dispute resolution, and adherence to MOTR Plan and MOTR Protocols rules and obligations.
- Serving as Director of GMCC in the absence or incapacity of the Director.
- Acting as the legal subject matter expert on maritime operations and governance within the . Government.
- Conducting substantial legal research and writing, including drafting, reviewing, and editing correspondence.
- Providing expert legal advice, counsel, and assistance to senior management within the Coast Guard, Department of Homeland Security, and across the interagency.
- Supporting the development of policy and execution of decision-making for whole-of-government outcomes to address complex maritime threats to . interests.
Education and Experience Information:
To qualify for this position, candidates must meet the following requirements:
- A Juris Doctor (.) degree or equivalent from an accredited law school.
- Bar membership in one of the 50 states, Washington, DC, Puerto Rico, or the . Virgin Islands.
- At least one full year of professional legal experience as a practicing attorney equivalent to the GS-14 level in Federal service, demonstrating the ability to handle complex casework and legal issues.
- Candidates must meet three out of the six specialized experiences, which include providing legal advice related to maritime operations and governance, leading or managing a legal team, providing operational legal training, conducting legal briefings, directing and executing plans, trainings, programs, policies, or projects, and conducting research for legal sufficiency.
Additional requirements include . citizenship, membership in the State Bar, a Top Secret clearance, and Selective Service registration for males born after 12/31/1959.
Salary Information:
The salary for the Supervisory Attorney-Adviser (Admiralty) position is in the range of $167,603 to $195,200 per year under the GS-15 pay scale.
