Role and Responsibilities:

Lead contract negotiation and review for clinical trials, research collaborations, data use agreements, and related activities.
Develop and streamline processes to expedite clinical trial activation and standardize contracting procedures.
Provide legal support for initiatives with UMMS's academic health system partners, faculty, and School of Medicine to ensure compliance and foster strategic partnerships.
Serve as a direct legal advisor for research and investigational-related matters, including expanded access agreements and pre-clinical studies.
Collaborate with compliance department to ensure adherence to human subjects protection and clinical research laws.
Address legal and ethical issues in clinical research, such as informed consent and conflict of interest.
Manage relationships and legal processes between UMMS member organizations and the flagship academic institution.
Support efforts to align research activities with organizational goals and regulatory standards.
Draft and implement policies and procedures related to clinical research contracting and compliance.
Provide training to faculty, staff, and research administrators on legal and regulatory requirements.
Engage with external sponsors, CROs, community providers, and regulatory bodies to negotiate agreements and ensure compliance.
Lead legal reviews for joint research ventures, cooperative agreements, and grants.

Qualifications:

Juris Doctor Degree from an accredited law school.
Admission to the bar of at least one state, preferably Maryland.
10+ years of experience as a practicing healthcare attorney with contract expertise in government, non-profit, and commercially-sponsored research.
Current knowledge of health care-related legal issues, including HIPAA compliance, FDA regulations, and other laws that impact academic health systems.
Demonstrated experience in clinical research, hospital/healthcare business operations and contracting, and healthcare privacy.
Strong legal research and analytical skills, with the ability to prioritize and work independently in a fast-paced environment.
Proven organizational skills and ability to advise on legal requirements while pursuing operational objectives.
Excellent communication skills, with the ability to provide sound legal advice to all levels within the organization.
Ability to work with large cross-functional teams and build relationships without direct authority.
Experience leading and managing attorneys, with a strong ability to be an effective leader within an established legal department.
Ability to develop and implement strategy to address complex regulatory inquiries.
Executive leadership skills, with a strong understanding of organizational strategy and the ability to find creative solutions to legal problems.
Positive attitude and ability to work collaboratively with internal business partners and other members of the senior legal team.
