Job Title: Legislative Attorney (Constitutional Law, Administrative Law, or Courts and Civil Procedure)
Job Responsibilities:
The Legislative Attorney position is situated within the American Law Division of the Congressional Research Service (CRS). This role involves the analysis of legal questions related to constitutional law, administrative law, or courts and civil procedure, as well as American public law in general. The position is non-litigating and focuses on legal research, analysis, writing, and consultation in a legislative context. The Legislative Attorney will prepare objective, non-partisan analytical studies, descriptive and background memoranda, and reports on legal issues of national significance. They will provide personal consultation and assistance to congressional committees, Members, and staff throughout the legislative process and participate in or lead team research projects and seminars. The role requires developing the skills necessary to provide legal analysis and consultation to congressional entities at increasingly sophisticated levels.
Key duties include:
- Preparing authoritative reports on legal issues of legislative interest, including surveys and explanations of existing law, comparisons of laws and bills, and analysis of significant litigation and the legal framework applicable to current legislative topics.
- Preparing innovative legal memoranda in response to congressional inquiries, addressing complex legal questions within the attorney’s field of law.
- Responding to requests for oral briefings and consultations from congressional offices and committees, educating personnel about existing law, clarifying legal questions, and assisting in understanding the legal framework for legislative purposes.
- Utilizing the Library of Congress’s research capabilities to locate, organize, summarize, and interpret legal information in support of service to Congress.
- Ensuring the Constitution Annotated of the United States remains accurate and timely through historical research, analysis, and review of practice materials and academic discourse.
- Advising and assisting other legislative attorneys, analysts, and specialists with legal analysis and information in support of their service to Congress.
Education and Experience Information:
Applicants must possess an . or ., or higher degree from a law school accredited by the American Bar Association or a state-accredited school of law. They must be an active member in good standing of the bar of a state, the District of Columbia, a . territory, or the Commonwealth of Puerto Rico, and maintain active membership throughout employment. Experience as a judicial clerk is particularly beneficial. Candidates should have analytical experience and broad general knowledge of legal issues regarding constitutional law, administrative law, or courts and civil procedure, strong research, writing, and oral communication skills, and a portfolio of high-quality legal analytical writing.
Salary Information:
The salary range for this position is $117,962 to $153,354 per year, with a pay scale and grade of GS 13. The salary reflects locality pay adjustments for the Washington, ., Metropolitan area. While there is promotion potential to a GS 15, the selectee may not be hired at a level above GS 13, regardless of current salary or position at the time of application. The position is full-time, with a flextime work schedule, and is non-supervisory and part of a bargaining unit. Relocation expenses will not be authorized for selected candidates.
