Job Summary:
The Health & Human Services Commission is seeking an experienced attorney to join their Legal Services Division as an Attorney IV in the Enforcement Department. This position offers the opportunity for telework up to five days per week and requires at least 2 years of experience in the practice of law, with a preference for administrative law experience. The Attorney IV will serve as legal counsel for the HHSC and DSHS, representing the agencies in contested cases and providing legal support related to HHS sanctions. This position requires strong litigation skills and the ability to handle a busy docket of cases independently. The Attorney IV will also provide training and consultation to program staff and ensure legal sufficiency of proposed sanctions.

Job Responsibilities:
- Provide legal representation, consultation, and support to program areas across the Health and Human Services system
- Consult with program staff on complex legal issues
- Review policies, rules, regulations, and forms for compliance with legal standards
- Manage caseloads and prepare cases for trial
- Represent HHSC at hearings governed by the Administrative Procedures Act from docketing to completion
- Analyze evidence and prepare case strategies
- Prepare and serve discovery requests and respond to discovery
- Prepare and respond to motions
- Identify and prepare witnesses
- Conduct depositions

Qualifications:
- JD or LLB degree from an accredited law school
- Admission to the State Bar of Texas
- At least 2 years of experience in the practice of law
- Preference for administrative law experience
- Skilled in legal research, writing, and analysis
- Ability to handle multiple projects and meet tight deadlines
- Demonstrated sound judgment
- Knowledge of the Administrative Procedures Act and civil trial practice
- Ability to identify problems, evaluate alternatives, and implement solutions
- Ability to work collaboratively and cooperatively with clients, government employees, and stakeholder groups
- Strong organizational and time management skills
- Excellent communication skills, both verbal and written
- Ability to maintain effective and collegial relationships with all levels of management, staff, and the public
- Ability to analyze complex factual and legal issues related to federal and state laws
- Proficiency in computer applications and databases related to essential job functions, including computer-assisted legal research and word processing software

Registration or Licensure Requirements:
Applicants must be licensed and in good standing to practice law in Texas.
