II. Position Summary
• Opportunity to join and grow in one of the most influential organizations serving marginalized low-income individuals and families in New York State
• Position will be filled as either a Staff Attorney, Supervising Staff Attorney, Senior Attorney, or Supervising Senior Attorney
• Will assist individual clients in navigating health coverage and public health programs
• Provide technical assistance to community-based organizations
• Conduct training for advocates and healthcare providers on health issues
• Participate in systemic administrative and legislative advocacy
• Supervise a practice group member if hired as a Supervising Staff Attorney or Supervising Senior Attorney
III. Essential Duties and Responsibilities
• Must be able to travel to and work in the Rochester Telesca Center office
• Must be comfortable and committed to working with disadvantaged and disabled clientele
• Develop an in-depth knowledge of health-related legal issues
• Provide legal education and training to the New York State health law community
• Identify systemic issues and advocate for access to affordable health insurance and medically necessary healthcare services
• Represent individual clients in post-enrollment health insurance issues
• File internal and external health plan appeals
• Represent appellants at Medicaid administrative hearings
• Participate in coalitions and advocate for marginalized communities
• Collaborate with stakeholders and engage in policy advocacy
• Keep New York State health advocates up to date on changes in Medicaid and other public health insurance issues
• Collect and report data required by NYSOFA grant
• Perform administrative and support-related duties as needed
IV. Minimum Qualifications (Knowledge, Skills, and Abilities)
• Juris Doctorate degree from an accredited US law school or international equivalent
• Admission to practice in New York State or admission pending
• Minimum 3 years of experience in health law for Staff Attorney positions
• Minimum 7 years of experience in health law for Senior Attorney positions
• Minimum 3-5 years of experience in health law for Supervising Staff Attorney positions
• Minimum 7-9 years of experience in health law for Supervising Senior Attorney positions
• Experience supervising legal staff for Supervising Staff Attorney or Supervising Senior Attorney positions
• Experience working with diverse and impoverished clientele
• Experience with legislative and administrative advocacy preferred
• Excellent legal research, writing, and communication skills
• Effective decision-making skills and ability to work under pressure
• Substantial working knowledge of procedures and rules of the Office of Temporary and Disability Assistance
V. Salary
• Salary range/scale represents estimated minimum and maximum compensation
• Individual annual salaries/hourly rates will be set within the range based on factors such as education, experience, qualifications, and internal equity considerations
