The successful candidate will provide independent and professional management level legal counsel to the agency on a variety of highly complex public works construction procurements and claims associated with large transit infrastructure projects.
Salary and Benefits Information:
- Salary range of $170k to $260k, with a midpoint of $215k
- New hires typically receive between minimum and midpoint, with potential to go higher based on experience, internal equity, and market

Job Summary:
The Managing Legal Counsel-Construction will provide legal advice and counsel on design and construction document procurement, performance, and closeout. They will negotiate and approve construction procurement solicitations and manage protests and claims related to A/E and construction disputes. This role will also supervise internal staff and outside legal counsel, provide specific and strategic legal advice to senior management and Board members, and ensure compliance with applicable laws and policies.
Responsibilities:
- Negotiate, draft, and approve construction procurement solicitations
- Provide legal advice on design and construction document procurement, performance, and closeout
- Manage protests and claims related to A/E and construction disputes
- Supervise assigned internal staff and outside legal counsel
- Provide specific and strategic legal advice to senior management and Board members
- Advise the General Counsel on construction matters
- Develop strong knowledge of **MEMBERS ONLY**SIGN UP NOW***.'s construction practices and legal and business climate
- Ensure compliance with applicable state and federal laws and Agency policies

Minimum Qualifications:
- Juris Doctorate Degree from an ABA-accredited law school
- 10 years of legal experience with expertise in eminent domain litigation and settlement
- Washington State Bar License or bar license from another state, with expectation to obtain Washington Bar license within 6 months of employment
- Comprehensive knowledge of procurement and/or construction law
- Experience drafting, negotiating, and interpreting design and construction documents and contracts
- Experience in defending and pursuing construction-related claims before courts, arbitrators, and Dispute Review Boards
- Experience advising clients throughout the design and construction process
- Strong writing skills and ability to prepare clear and concise legal documents
- Ability to manage multiple projects and prioritize objectives and schedules
- Ability to manage outside counsel
- Demonstrated commitment to working with diverse work groups
