Executive Agency Counsel for Contracts and Procurement is a full-time position within the New York City Department of Housing Preservation (HPD). The salary range for this role is $120,000 to $130,000 per year, with potential for growth. The role is located in NYC-ALL BOROS, but residency in New York City is not required.

The HPD is responsible for promoting quality and affordability in the city's housing and ensuring diversity and strength in its neighborhoods. The agency works towards providing every New Yorker with a safe, affordable place to live in a neighborhood they love. This is achieved through maintaining building and resident safety and health, creating opportunities for New Yorkers through housing affordability, and engaging with communities to build and sustain neighborhood strength and diversity.

As the Executive Agency Counsel for Contracts and Procurement, you will be part of a team of talented attorneys and support staff who provide legal services to the agency. Your role will be to provide legal services to the agency's programs that are involved with contracts and procurement matters. You will report to the Deputy General Counsel for Operations and Legislation and work closely with the Associate General Counsel for Contracts and Procurement, the Agency Chief Contracting Officer (ACCO), and other agency staff.

Key Responsibilities:
- Draft, negotiate, and prepare contracts and other legal documents.
- Advise and support the ACCO, Procurement Services Division staff, and other agency procurement staff in all aspects of contract preparation and the procurement process.
- Analyze and advise agency staff on federal, state, and local statutes, rules, and regulations related to contracts and procurement.
- Utilize necessary computer systems, including the City's PASSPort procurement platform.
- Coordinate with the New York City Law Department (Law Department) attorneys for contract review.
- Assist in resolving issues with oversight agencies such as the Mayor's Office of Contract Services, the Law Department, and the Comptroller's office.
- Work on projects with other agencies as necessary, including the preparation of memorandums of understanding.

Minimum Qualifications:
- Admission to the New York State Bar.
- Four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, with at least 18 months in a supervisory capacity.
- Incumbents must remain members of the New York State Bar in good standing for the duration of employment.

Preferred Skills:
- Experience with drafting and preparing procurement contracts.
- Familiarity with federal, state, and local laws, rules, and regulations related to procurement.
- Excellent writing, legal research, and analytical skills.
- Ability to review and analyze federal, state, and local laws.
- Ability to collaborate with the NYC Law Department to advance agency initiatives.
- Excellent interpersonal and communication skills.
