Duties:

  • Advise and represent clients in matters related to public agency procurement and contracting, including public contract law, bidding processes, and requests for proposals.
  • Handle public works issues such as bid protests, prompt payment disputes, stop payment notices, false claims, suretyship, and prevailing wage law.
  • Oversee real property transactions, including conducting due diligence, managing entitlements, and ensuring public agency compliance.
  • Provide legal guidance on general agency law, including the Ralph M. Brown Act, the Public Records Act, and conflict of interest laws.
  • Evaluate and resolve pre-litigation disputes, including navigating government claims procedures.
  • Prepare, revise, and negotiate contracts ensuring legal compliance, effective risk management, and reasonableness.
  • Communicate professionally with clients in person and through various forms of telecommunication, addressing both legal and strategic practical issues in public procurement and related disputes.
  • Take ownership of matters, develop courses of action, and follow through under professional oversight.
  • Demonstrate strong self-awareness of personal strengths and limitations, seeking professional training and mentorship as needed.

Requirements:

  • 3-5 years of relevant experience in public agency procurement, public works, real property transactions, and general agency law.
  • Excellent research and writing skills.
  • Proven ability to manage contract preparation, revisions, and negotiations.
  • Strong communication skills with the ability to interact professionally with clients and other stakeholders.
  • Self-starter with the ability to take initiative and work independently while under supervision.
  • Desire for ongoing professional development and mentorship.

Education:

  • Juris Doctor (JD) from an accredited law school.

Certifications:

  • Admission to the State Bar of California.
