This is a Full-time, Permanent, AFSCME represented position. Summary: The Oregon Health Authority (OHA) is seeking a Civil Rights Operations and Policy Strategist (OPA3) to join their Equity and Inclusion Division (E&I). This is a full-time, non-represented OPA3 Limited Duration position expected to last through Mid-September 2026. The position’s primary purpose is to integrate equity, inclusion, anti-racism and accessibility into existing systems and processes in accordance with the agency’s Diversity, Equity, and Inclusion (DEI) Plan. The position will also investigate all internal and external concerns, complaints and grievances related to civil rights complaints received by the agency. The AA Rate Pay Range for this position is $6,257 - $9,226 USD Monthly. OR; Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification. Roles and Responsibilities: Administer innovative civil rights best practices and the agency's nondiscrimination policies Integrate equity, inclusion, anti-racism and accessibility into existing systems and processes Conduct internal and external investigations Develop and implement short term and long-term goals Analyze workflows and identify gaps Conduct training gap analysis and develop training plans Investigate all internal and external concerns, complaints and grievances related to civil rights complaints Conduct intensive research, analysis, and evaluation Review agency processes, procedures, and systems to identify improvements Engage and work effectively with culturally and linguistically diverse communities Develop, implement, monitor, and evaluate policies and programs Provide policy or regulatory consultations or technical assistance Interpret federal and state laws, regulations and guidelines Write comprehensive investigative reports Manage large complex projects Collaborate with a team of bright individuals in a remote or hybrid work environment Maintain a healthy work/life balance Required Skills: Demonstrated commitment to professional development around anti-racism, eliminating health inequities, culturally and linguistically appropriate services, civil rights, social justice, universal accessibility, cultural humility / cultural responsiveness, social determinants of health and equity, unconscious bias, trauma, healing, and resiliency-informed practices. Demonstrated experience in conducting investigations and processing complex complaints, developing an investigation plan, develop case file, gathering evidence and conducting interviews, determine findings with recommendations, and preparing comprehensive investigative reports. Demonstrated experience conducting complex investigations with multiple parties and making policy, operational or systemic change recommendations because of the findings in an investigation. Demonstrated ability to manage large complex projects and continued management to ensure work is completed in a timely, accurate and effective process across a complex organizational structure. Demonstrated ability to engage and work effectively with culturally and linguistically diverse communities, including existing effective relationships with diverse community leaders throughout Oregon. Experience developing, implementing, monitoring, and evaluating policies and programs that allow OHA to meet its strategic plan goal of eliminating health inequities in Oregon by 2030. Experience providing policy or regulatory consultations or technical assistance to state and community-based programs on civil rights related strategies and initiatives. Must be able to interpret federal and state laws, regulations and guidelines and apply the interpretations to the facts in an investigation. Must have strong writing, organizational, analytical, and problem-solving skills. Fluency in Spanish or other non-English language preferred. Juris Doctorate preferred.
