Senior Assistant City Solicitor I The candidate will be responsible for oversight and management of litigation, legislation, transactional, and/or regulatory work of the Law and coordinates activities of Assistant City Solicitors and Special Counsel. Institutes and tries civil suits on behalf of the City and/or prosecutes criminal matters in District Court, Family Court or municipal complex pleadings in litigation matters, including dispositive motions and memoranda, and appellate submissions. Advises City officials and employees with respect to legal problems arising in connection with their duties. Serves as legal counsel to one or more City departments, boards or commissions. Represents the City in conferences with other governmental agencies, and private corporations and individuals, concerning relations with the City. Collects, prepares and presents legal papers and reports. Presents continuing legal education topics to government attorneys. Performs legal research and renders general assistance to the City Solicitor in handling and trying legal matters. Participates in mediation and alternative dispute resolution proceedings. Maintains confidential materials, in accordance with federal, state and municipal laws and rules and regulations. Exercises highest degree of ethical behavior. Provides training and guidance for less experienced attorneys in the Law Department, interns, and law students working within the Solicitor’s office.
Qualification and Experience The candidate should have both a Bachelor’s Degree and a Juris Doctorate (or equivalent), and be a member of the Rhode Island Bar; at least three (3) years progressively responsible legal experience, preferably including substantial litigation experience in municipal, state and/or federal courts or alternatively substantial transactional experience. Should also exhibit well developed oral and written communication skills; knowledge of the principles and practices of government law, as well as established precedents and sources of legal reference; knowledge of judicial procedures and the rules of evidence; ability to interact and present information in a clear and concise manner; ability to develop comprehensive reports and proposals; ability to conduct independent legal research and to analyze and interpret results; ability to plan, organize and manage multiple projects; ability to comply with deadlines The candidate must have skills to exercise considerable judgment and discretion in establishing and maintaining effective working relationships across all levels of the municipality and with external groups.
